摘要
长江航运作为连接我国东中西部地区的水运主通道,承担内河水运80%货运量,对长江经济带高质量发展意义重大。其持续发展离不开流域水资源的科学调配,航道尺度的提升与大型水利枢纽的水量调配关联紧密。本文立足长江航运发展与水资源综合利用现状,剖析二者存在的协同问题,围绕完善调度机制、优化调度规程、健全预报预警体系、实现信息实时共享四个方面提出航运用水保障对策,为长江经济带综合交通运输发展提供支撑。
Yangtze River navigation is the main inland waterway corridor linking eastern,central,and western China.It carries about 80%of the nation’s inland waterway freight.It is vital to the high-quality development of the Yangtze River Economic Belt.Sustained growth depends on scientific allocation of basin water resources.The improvement of channel capacity is closely related to water regulation by large water-control projects.This paper reviews the status of navigation development and water resources utilization in the Yangtze River.It identifies the coordination problems between the two.It proposes measures to secure water for navigation in four areas:improving dispatch mechanisms,optimizing operating rules,strengthening forecasting and early-warning systems,and enabling real-time information sharing.The study provides support for integrated transport development in the Yangtze River Economic Belt.
