“卡脖子”关键核心技术三阶段识别模型构建及应用研究

摘要 [目的/意义]基于专利数据客观地识别凝练“卡脖子”关键核心技术,为开展技术攻关布局提供方向。[方法/过程]从关键技术、核心技术、“卡脖子”关键核心技术的内涵辨析入手,构建“卡脖子”关键核心技术三阶段识别模型。首先,从“战略性、垄断性和创新性”三个维度识别关键技术;其次,基于社会网络分析方法的“K-核”分析,筛选核心技术;最后,结合区位熵概念,构建包含技术数量差距、技术质量差距、技术新颖性的“卡脖子”指数,识别“卡脖子”关键核心技术。[结果/结论]以全球人工智能产业2000—2022年专利数据为样本,最终识别出人工智能关键核心技术领域10个、我国严重性“卡脖子”关键核心技术领域1个、一般性“卡脖子”技术领域3个,以期为政府部门及企业等科技创新主体提供关键核心技术布局方向借鉴和参考。 [Purpose/significance]Based on patent data,objectively identifying and refining“neck-jamming”key core technology provides direction for the layout of technical research.[Method/process]Starting from the analysis of key technology,core technology and“neck-jamming”key core technology,the paper constructs a three-stage identification model of“neck-jamming”key core technology.Firstly,it identifies key technologies from the three dimensions of“strategic,monopolistic and innovative”.Secondly,it screens out the core technology based on the“K-core”analysis of social network analysis method.Finally,combined with the concept of location entropy,it constructs a“neck-jamming”index including technology quantity gap,technology quality gap and technology novelty to identify the“neck-jamming”key core technology.[Result/conclusion]Taking the patent data of the global artificial intelligence industry from 2000 to 2022 as a sample,this study finally identifies 10 key core technology fields of artificial intelligence,1 serious and 3 general“neck-jamming”key core technologies of China’s in the field of artificial intelligence,in order to provide layout direction reference for key core technologies of scientific and technological innovation subjects such as government departments and enterprises..
