摘要
通过对沪郊X村“从薄弱村变活跃村”案例的实证研究,指出结对作为中国党政体制下弥补区域发展不平衡的特色组织方式,正成为增强大都市郊区乡村发展能动性与促进城乡共建共享的重要路径。研究发现,X村的结对发展路径,起因于城乡发展不平衡的现实困境、乡村振兴战略下的政策机遇以及党建引领的制度优势。这一路径的核心载体,是一个以“组织安排”和“自主联系”两种机制复合生成的结对网络,并由此形成一套独特的结对发展模式。该模式成功的关键在于构建了一个以互惠性为基础、以村庄能动性为核心、以村民赋能和参与为指向的共赢格局。本研究旨在揭示大都市郊区结对发展这一实践路径的生成动因、形成过程与实现逻辑,为理解大都市郊区的城乡互动和乡村可持续发展路径提供了新的理论视角和实践启示。
Through an empirical study of the case of X village in the suburbs of Shanghai,which has transformed from a weak village to an active one,it is pointed out that pairing,as a characteristic organizational method to compensate for regional development imbalances under the Chinese party and government system,is becoming an important path to enhance the development dynamism of rural areas in metropolitan suburbs and promote urban-rural joint construction and sharing.The research finds that the paired development path of X village originates from the realistic dilemma of imbalances in urban and rural development,policy opportunities under the rural revitalization strategy,and institutional advantages led by party building.The core carrier of this path is a paired network generated by the combination of two mechanisms:“organizational arrangement”and“independent contact”,which forms a unique paired development model.The key to the success of this model lies in the construction of a win-win situation based on reciprocity,with village dynamism as the core,and villagers’empowerment and participation as the direction.This study aims to reveal the generation motivation,formation process,and implementation logic of the paired development path in metropolitan suburbs,providing new theoretical perspectives and practical insights for understanding urban-rural interaction and rural sustainable development paths in metropolitan suburbs.
