摘要
党政体制作为理解当代中国政治体制和国家治理的标识性概念,业已成为政治学、社会学和公共管理学等学科领域的热点议题。然而,既有研究疏于考察党政体制与社会系统的互动,而这一互动过程实质上已外化于基层社会动员的具体实践中,表征了独特的中国国家治理范式。伴随复合型灾害的涌现及其不确定性的凸显,如何建构与这一特殊治理情境相契合的新的分析框架已成为国家治理的一项基本研究议题。这一议题立足于复合型灾害治理情境,着眼于深化和拓展党政体制的概念范畴,尝试建构一个更具包容性的分析框架,即“调适性动员”。该框架的理论逻辑在于:基于政治统合与地方性情境融合的合一,以消解不确定性催生的模糊治理边界,并实现社会治灾基础的整体性建构。其实践逻辑在于:通过校准治灾任务、重塑治灾组织、下沉治灾资源以化解应急态下常规制度失灵问题;通过党组织的嵌入与延伸、转译治灾政策、发动地方能人以激活常态下社会成员的治灾主体性。
As an identifying concept for understanding the political system and national governance in contemporary China,the party-government system has become a hot topic in the disciplines of political science,sociology and public administration.However,existing studies have neglected to examine the interaction between the party-government system and the social system,which is essentially externalized in the concrete practice of grassroots social mobilization,characterizing the unique paradigm of Chinese national governance.With the emergence of composite disasters and the highlighting of their uncertainty,how to construct a new analytical framework that fits this special governance situation has become a basic research topic in national governance.This paper is based on the compound disaster governance situation,focusing on deepening and expanding the conceptual scope of the party-government system,and trying to construct a more inclusive analytical framework,i.e.“adaptive mobilization”.The theoretical logic of this framework is based on the unity of political unity and local contextual integration,in order to dissolve the fuzzy boundaries of governance arising from uncertainty,and to realize the holistic construction of the foundation of social disaster governance.The practical logic of the framework is to resolve the failure of the conventional system in emergency situations by calibrating the task of disaster governance,reshaping the organization of disaster governance,and sinking the resources for disaster governance;and to activate the subjectivity of the members of the society in disaster prevention in normal situations through the embedding and extension of the party organization,the translation of disaster policies,and the mobilization of the local people who are capable of handling disasters.
