摘要
优化区域教育资源配置,推动区域教育振兴,需要立足于区域教育协同发展的整体性思维。构建区域教育协同发展的法规体系,是保障区域教育协同发展的理想路径。区域教育协同立法有益于推进区域教育治理法治化,实现区域教育资源优化配置,提高区域教育立法质效。当前,区域协同立法的实践探索,为区域教育协同立法积累了可供参考的经验;区域教育协作的开展,为区域教育协同立法积累了合作基础;《立法法》的修改化解了区域教育协同立法面临的合法性困境。区域教育协同立法的探索,应遵循特定的立法原则与运行模式,并制定相应的保障机制。
To optimize the allocation of regional education resources and promote the revitalization of regional education,it is necessary to base on the integral thinking of regional education collaborative development.The ideal way to guarantee regional education collaborative development is to construct the legal system.Regional education collaborative legislation is beneficial to promote the legalization of regional education governance,realize the optimal allocation of regional education resources and improve the quality and efficiency of regional education legislation.At present,the practice and exploration of regional collaborative legislation have accumulated referential experiences for regional education collaborative legislation.The carrying out of regional education cooperation has accumulated cooperative foundation for regional education collaborative legislation.The revision of the Legislation Law has solved the legal dilemma of regional education collaborative legislation.The exploration of regional education collaborative legislation should follow specific legislative principle and operation mode,and formulate the corresponding guarantee mechanism.
