摘要
为了发挥清洁生产作为环境战略的本质作用,探索清洁生产机制创新路径,首先从清洁生产的基本内涵出发,分析清洁生产的定义、法律基础及其在生态文明思想中的重要地位。其次,通过剖析清洁生产机制创新的基本理论框架,提出围绕企业环境管理和园区综合治理的清洁生产机制创新思路。最后,通过规范分析方法,应用明茨伯格的5P战略模型,系统剖析清洁生产作为环境战略的主要思想,探讨清洁生产在企业和园区两个尺度上的创新机制和战略实施路径,并通过实际案例验证路径的可行性。研究不仅拓展了环境管理和清洁生产领域的理论视野,还为企业和政策制定者提供了可参考的机制创新模式,以助力我国生态文明建设和绿色低碳转型。
This study aims to underscore the essential role of cleaner production as an environmental strategy while exploring innovative pathways for its mechanisms.It begins with an analysis of the fundamental concepts of cleaner production,examining its definition,legal foundations,and its significant position within the framework of ecological civilization.This research presents ideas focused on improving corporate environmental management and promoting integrated governance within industrial parks by analyzing the theoretical framework that underpins innovation in cleaner production mechanisms.Employing a normative analytical approach,this study utilizes Mintzberg's 5P strategy model—which encompasses the five components of strategy:Plan,Ploy,Pattern,Position,and Perspective—to systematically analyze cleaner production as a core concept in environmental strategy.This model is further applied to explore innovative mechanisms and strategic implementation pathways for cleaner production at both the enterprise and industrial park levels.At the enterprise level,actions aligned with the 5P strategy for cleaner production include:establishing corporate goals and action timelines for cleaner production;developing a green brand to enhance market competitiveness;conducting regular cleaner production audits to standardize the environmental management system;assessing the enterprise's cleaner production performance to clarify strategic positioning;and promoting a culture of cleaner production through enhanced employee training and education.At the industrial park level,actions aligned with the 5P strategy for cleaner production include:integrating cleaner production principles into the planning process;developing tax incentive policies and enhancing cleaner production service and management systems;regularly summarizing experiences related to cleaner production and establishing long-term mechanisms;clarifying the development direction of the park's industrial structure and its position within the broader industrial landscape;and implementing awareness campaigns and training programs while creating a regional educational foundation for cleaner production.The research includes a practical case study in the Jiaxing Port Area to validate the feasibility and effectiveness of these pathways.This study not only broadens the theoretical perspectives on environmental management and cleaner production but also offers actionable innovative models for developing mechanisms.These models provide valuable references for enterprises and policymakers,aiding in the development of China's ecological civilization and promoting the transition to a green and low-carbon economy.This research advances sustainable development strategies by integrating theoretical analysis with practical application,fostering synergy between environmental governance and economic transformation.
