摘要
团体标准是由具有法人资格的社会团体按照规定的标准制定程序制定发布的标准,是社会团体履行职能的重要抓手。文章回顾了上海市护理学会团体标准化工作实践的3个主要阶段,分析得出标准化人才储备不足、标准供给质量有待提高、标准推广实施应用有待强化及标准产出与国际化合作欠佳4个目前存在的主要问题,提出4点学会团体标准化工作实践思考,包括:强化标准宣贯培训,构建多层次标准化人才队伍;提高标准管理水平,保障标准供给质量;做实标准推广应用,强化标准实施监督;推动标准改革创新,加强标准国际化合作。文章旨在分享学会标准化工作实践思考,以期能够为其他同类科技社团开展团体标准化工作提供参考借鉴。
Group standards are standards formulated and published by social organizations with legal personality in accordance with prescribed procedures,and are an important tool for social organizations to fulfill their functions.This article reviews the three main stages of the standardization work practice of the Shanghai Nursing Association group,and analyzes the current problems,including insufficient reserve of standardization talents,need to improve the quality of standard supply,need to strengthen the promotion and implementation of standards,and poor cooperation in standard output and internationalization.Four practical considerations for the standardization work of the association group are proposed,including:strengthening standard promotion and training,building a multi-level standardization talent team;improve the level of standard management and ensure the quality of standard supply;promote the application of standards and strengthen the supervision of standard implementation;promote standard reform and innovation,and strengthen international cooperation on standards.This article aims to share thoughts on standardization work time,in order to provide reference and inspiration for other similar technology organizations to carry out group standardization work.
