摘要
乡村振兴背景下,示范创建在农村基层成为一种普遍性实践。本文基于G省L镇J村的案例叙事,构建“主体行动—关系结构”的分析框架,尝试分析示范创建政策执行在农村基层的运作逻辑。研究发现,横向亮点竞争与纵向非对称合作构成农村基层示范创建的运作逻辑。具体而言,在示范村生成和延续的对应阶段,因应亮点导向的行动策略,村庄分别采取亮点树立和亮点拓展策略,乡镇分别采取亮点包装和亮点经营策略,推动同级亮点竞争的形成与强化。与此同时,围绕示范创建,乡镇和村庄的关系表现为一种非对称合作,即在共识达成、执行动员以及检查验收等方面开展合作,然而在规划制定、任务分配以及成果落地等方面地位不对等。基层主体的行动异化以及合作关系的内生脆弱,使得示范创建在农村基层出现弱推广和难持续的双重困境。在学习运用“千万工程”经验推进乡村全面振兴的新形势下,需要进一步构建系统化示范体系,优化政策流程设计以及强化村庄自主性,提升示范创建在农村基层的执行效能。
Under the backdrop of rural revitalization,demonstration initiatives have become a widespread practice in rural grassroots.This paper,based on the case narrative of J Village in L Town,Province G,constructs an analytical framework of“entity action-relational structure”to explore the operational logic of demonstration initiative policies at rural grassroots level.The paper reveals that horizontal spotlight competition and vertical asymmetric cooperation constitute the core operational logic of rural grassroots demonstration initiatives.Specifically,during the formation and continuation stages of demonstration villages,in response to the spotlight-oriented action strategies,villages adopt the strategies of spotlight establishment and expansion,while townships implement the strategies of spotlight packaging and operation,promoting the formation and intensification of horizontal spotlight competition.Meanwhile,the relationship between townships and villages in demonstration initiatives manifests as asymmetric cooperation,characterized by collaboration in consensus-building,execution mobilization,and inspection acceptance,but the coexistence of unequal status in planning formulation,task allocation,and outcome implementation.The alienation of grassroots entity actions and the inherent fragility of cooperative relations have given rise to dual dilemmas of weak scalability and unsustainability in rural grassroots demonstration initiatives.Under the new context of guiding comprehensive rural revitalization with the experience of the“Green Rural Revival Program”project,it is imperative to further construct a systematic demonstration initiative system,optimize policy process design,and strengthen village autonomy to enhance the implementation efficacy of demonstration initiatives at rural grassroots-level.
