摘要
研究数字化驱动我国西部地区出版公共服务高质量发展的可行路径,为实现出版高质量发展的时代任务提供助力。文章基于数字化驱动我国西部地区出版公共服务高质量发展的重要意义,梳理我国西部地区出版公共服务高质量发展的现状,并分析其在数字化发展水平、特色数字资源建设、数字化平台规划、数字化治理效能等方面存在的问题,提出加强数字化标准制度建设、促进出版公共服务均衡协调发展,坚持“重心下移”、推动优质特色出版公共数字资源直达基层,坚持共建共享、打造互联互通的出版公共服务数字化平台,推进数字化治理、提升出版公共服务智慧化效能等优化路径。
In recent years,the top-level designs of national public cultural services and documents such as The 14th Five-Year Plan for the Development of the Publishing Industry have emphasized the need to enhance digitalization levels and promote the allocation of high-quality public publishing resources toward rural areas,revolutionary base areas,ethnic minority areas,and poverty-stricken areas,so as to address the issues of unbalanced and insufficient public publishing services.Western China accounts for over 70%of the total area of the country,and its population accounts for nearly 1/3 of the total population of the country.It encompasses revolutionary base areas,ethnic minority areas,border areas,poverty-stricken areas,and remote areas,making it a key focus for China in achieving the modernization of people's livelihoods.This article is based on the background of the rapid development of digital technology and the task of achieving the high-quality development of the public publishing services in Western China.This article summarizes the current situation of the high-quality development of the public publishing services driven by digitalization in Western China and analyzes the existing problems,providing the feasible path suggestions for the high-quality development of the public publishing services driven by digitalization in Western China.Through the literature review and case analysis,the article clarifies the significance of the high-quality development of the public publishing services driven by digitalization in Western China,and summarizes the current situation of the high-quality development of the public publishing services driven by digitalization in Western China.Based on the current situation analysis and case interpretation,the article explores the problems in the high-quality development of the public publishing services driven by digitalization in Western China,and proposes the targeted and feasible suggestions.This study finds that the high-quality development of the public publishing services driven by digitalization in Western China is hindered by the following issues:①The digital development level is uneven,facing two major challenges:lower development level than that in Eastern China and prominent regional development differentiation.②The construction of distinctive digital resources needs to be strengthened,with the facts that the integration with the construction of cultural welfare engineering resources is insufficient,and the construction of specialized recommendation for topic selection mechanisms and supply-demand docking mechanisms is also inadequate.③The digital platforms lack unified planning,with the absence of macro-control mechanisms for cross-system platform construction and resource standard construction.④The effectiveness of digital governance needs to be improved,facing two major problems:weak digital governance capabilities of local governments and relatively homogeneous resource supply entities.In the context where digitization and digital technology have become new driving forces for the high-quality development of the public cultural services in the new era,the proposed path for the high-quality development of the public publishing services driven by digitalization in Western China can help revitalize the digital rural culture,promote the balanced and coordinated development of the public publishing services,and advance the publicity efforts to forge a strong sense of community for the Chinese nation.Based on the analysis results,the article proposes an optimization path for the high-quality development of the public publishing services driven by digitalization in Western China.①Strengthen the construction of digital standard systems to promote the balanced and coordinated development of the public publishing services.②Adhere to the"shifting the focus downward"and promote the direct delivery of high-quality and distinctive public digital publishing resources to the grassroots level.③Adhere to the co-construction and sharing,and create an interconnected digital platform for the public publishing services.④Promote the digital governance,and enhance the smart efficiency of the public publishing services.
