摘要
高质量的公共文化服务是提升人民精神幸福感,促进社会和谐、积极、健康发展的基础性保障。文章使用2011—2019年中国大陆31个省级行政区的面板数据,利用主成分分析法构建图书公共服务综合评价指数,研究省域图书公共服务的时空演变和空间关联性,并使用空间杜宾模型检验图书公共文化服务的直接影响和空间溢出效应。研究发现:我国图书公共服务存在明显的区域差异性和空间关联性;图书公共服务能够促进地区的文化产业发展,推动社会创新水平提升,并通过"用脚投票"机制推动城镇化进程,吸引人口流入;图书公共文化服务在东部地区存在更显著的空间溢出效应,这是因为东部地区整体公共文化服务水平更高,更易发挥公共文化服务的正外部性作用。
High-quality public cultural services are the basic guarantee for enhancing people’s spiritual well-being and promoting harmonious,active and healthy development of society.Based on the panel data of 31 provinces in Chinese mainland from 2011 to 2019,this paper uses principal component analysis to construct the library cultural service index,studies the evolution trend and spatial relevance of library cultural services,and uses the spatial Dubin model to analyze the direct impact and spatial spillover effects of library cultural services.It’s found that there are obvious regional differences and spatial relevance in library cultural services in China.Library cultural services can promote the development of regional cultural industries,improve the social innovation level,and promote the process of urbanization through the"voting with feet"mechanism to attract population inflow.Library cultural services have a more significant spatial spillover effect in the eastern region,because the overall level of library cultural services is higher in the eastern region,and it is easier to play the positive external role of public cultural services.Finally,based on the research conclusions,this article puts forward relevant policy recommendations.
