摘要
基于生态位“态-势”理论,选取涵盖创新条件、创新投资、创新活动和创新影响四个维度的指标体系,对我国20个城市的创新态势进行评价,分析创新条件与投资(“态”)和创新活动与影响(“势”)之间的耦合协调关系,为优化城市创新战略提供理论依据与实践指导。研究发现,我国城市创新系统在耦合协调程度上展现出显著的区域差异和层次分明的分化现象。北京、深圳、南京、杭州、上海等城市在创新资源的占有和创新动态演化上均展现出卓越表现,实现了创新系统的高效协同运作与可持续发展态势。相比之下,东北地区和部分中西部城市暂居后续梯队,需在其创新系统或传统产业优势基础上,进一步探索资源活化与效能提升的协同路径。进一步研究发现,“态”与“势”的匹配对耦合协调关系十分重要,仅靠单方面优势难以实现优质协调。为此,态势双优型城市应进一步巩固其创新领先地位,深化引领效能。态强势弱型城市,需提升创新成果转化效率与应用实效。态弱势强型城市,应加大创新资源投入,夯实创新基础。此外,还应加强区域协同,促进创新资源在区域间的合理流动与高效配置,实现优势互补,弥合区域创新鸿沟。
Based on the"state-trend"theory of ecological niches,an index system covering four dimensions-innovation conditions,innovation investment,innovation activities and innovation impacts-is selected to evaluate the innovation trends of 20 cities in China.The coupling and coordination relationship between innovation conditions and investment("state")and innovation activities and impacts("trend")is analyzed to provide theoretical basis and practical guidance for optimizing the innovation strategies of cities.It is found that there are significant regional differences and distinct hierarchical differentiation in the coupling and coordination degree of the innovation systems of Chinese cities.Cities such as Beijing,Shenzhen,Nanjing,Hangzhou and Shanghai have shown outstanding performance in both the possession of innovation resources and the dynamic evolution of innovation,achieving efficient and coordinated operation and sustainable development of the innovation system.In contrast,cities in the northeast region and some cities in the central and western regions are still in the subsequent echelon and need to further explore the coordinated path of resource activation and efficiency improvement based on their innovation systems or traditional industrial advantages.Further research find that the matching of"state"and"trend"is very important for the coupling and coordination relationship,and it is difficult to achieve high-quality coordination only by relying on a single advantage.Therefore,cities with both"state"and"trend"advantages should further consolidate their leading position in innovation and deepen their leading role;cities with strong"state"but weak"trend"should improve the efficiency of innovation results transformation and application;and cities with weak"state"but strong"trend"should increase investment in innovation resources and consolidate the foundation of innovation.In addition,regional coordination should be strengthened to promote the rational flow and efficient allocation of innovation resources among regions,achieve complementary advantages and narrow the regional innovation gap.
