摘要
目的:基于目前骨科医用耗材管理现状及难点问题,建立全流程管理体系,助力医疗机构应对集中带量采购的政策变化,提升骨科耗材管理效率与规范性。方法:建立骨科耗材及配套器械使用的事前申请、评估、审批机制,融合集中带量采购的组套管理模式与集采约定量进度监控。通过引入医疗器械唯一标识,优化改造院内外信息管理系统,并将骨科耗材的申购、验收、预入出库、消毒等过程,以及术后电子签名确认纳入系统流程,实现闭环管理。结果:应用骨科耗材全流程管理体系后,通过评估显示各环节运行状况显著改善。手术套包管理应用前后的对比数据显示,申领、取用、收费三个维度的操作时间和频次均得到优化。该体系实现了骨科耗材的高效、精准、规范化管理,有效解决了传统管理粗放的问题。结论:在系统分析骨科耗材管理现状的基础上,本研究通过全流程管理优化,运用信息化手段构建闭环管理系统。该方案成功解决了集中采购背景下的四大管理难点:耗材准入及使用评估审批、手术套包管理、集采约定量执行进度监控、耗材及外来器械的全流程追溯。
Objective:Based on the current management status and difficulties of orthopedic medical consumables,a full-process management system for orthopedic medical consumables was established to help medical institutions cope with the changes brought about by centralized volume-based procurement and improve the efficiency and standardization of orthopedic consumables management in hospitals.Methods:A pre-application,assessment,and approval mechanism for the use of orthopedic medical consumables and their accompanying devices was established.The set management method of centralized volume-based procurement of orthopedic medical consumables and the monitoring of the completion progress of the agreed volume of centralized procurement were integrated.By introducing the application of the Unique Devices Identification and optimizing the information management systems inside and outside the hospital,the application for purchase,acceptance,pre-in and out of storage,disinfection process,and electronic signature confirmation after use of orthopedic medical consumables were incorporated into the system process to form a closed-loop management.Results:After the application of the fullprocess management system for orthopedic medical consumables,the system was evaluated using a combination of qualitative and quantitative research methods.The system could improve the current situation of each link.Through the comparison of data before and after the application of the surgical package management,the time and frequency of application,collection,and charging in the three dimensions were all improved,thereby making the management of orthopedic medical consumables more efficient,precise,and standardized,and solving the problem of rough management of orthopedic medical consumables.Conclusion:Based on the current management status and difficulties of orthopedic medical consumables,this paper has transformed and optimized the fullprocess management of orthopedic medical consumables and used information technology to form a closed-loop in each management link,thereby solving the management difficulties such as the rationality assessment and approval of the access and use of medical consumables,surgical package management,monitoring of the completion progress of the agreed volume of centralized procurement sets,and full-process traceability of medical consumables and external devices under the background of centralized procurement of orthopedic medical consumables.
