摘要
科技创新平台作为高校科技创新体系的核心载体,是推动科研攻关与成果转化的重要基石。当前,高校科技创新平台评价体系面临缺乏科学系统的定量指标体系和存在评价范式失衡等机制性缺陷的双重困境。本文通过构建“基础指标+关键指标”三级量化评价框架,将上级考核指标与学校关注特色指标有机融合,形成适配多类型平台的动态评价体系。针对评价机制现存问题,提出多维动态融合评价、多元主体协同评价、标志性成果“直通车”评审等策略,并设计资源配置与评价结果联动的“阶梯式”激励机制,为实现科学、全面、高效评价科技创新平台提供借鉴,更好地促进高校科技创新平台高质量发展。
As the core carrier of the scientific and technological innovation system in colleges and universities,the scientific and technological innovation platform is an important cornerstone for promoting scientific research breakthroughs and the transformation of achievements.The current evaluation system faces a dual predicament of lacking a scientific and systematic quantitative indicator system and having institutional deficiencies such as an imbalance in evaluation paradigms.This study constructs a three-tier“basic+key indicators”quantitative evaluation framework,organically integrating the superior assessment indicators with the characteristic indicators that the school focuses on,to establish a dynamic evaluation system suitable for multiple types of platforms.In response to the existing problems in the evaluation mechanism,strategies such as multi-dimensional dynamic integrated evaluation,multi-subject collaborative evaluation,and“direct express”review of landmark achievements are proposed,and a“stepwise”incentive mechanism linking resource allocation with evaluation outcomes is designed.All of these provide references for achieving scientific,comprehensive,and efficient evaluation of Sci-Tech innovation platforms,and can better promote the high-quality development of university Sci-Tech innovation platforms.
