摘要
智慧政务作为政府在数字时代变革的典型代表,持续性建设问题凸显,体现为组织层与价值层障碍的梗阻,其隐喻的“技术与价值”之争已经无法准确而系统地回应智慧政务如何持续推进难题。为回应持续性建设需求,智慧政务的“包容性”是打破技术与价值冲突从而实现动态协同关系的核心。首先定义“包容性智慧政务”的具体内涵,进而在界面治理与服务接触理论的基础上,探索性地构建和解释包容性智慧政务的“界面-接触”理论分析框架。具体来讲,作为新兴数字技术代表的生成式人工智能技术具有实现包容性智慧政务的图景潜力,在组织层的数据逻辑、环境层的共创逻辑和服务层的交互逻辑等内在机理方面得到体现。然而生成式人工智能可能会产生的“涌现性的问题域”仍需要系统性、结构化的识别与剖析,组织层面的约束与规制、服务层面的强化与介入、环境层面的培育与弥合也是治理对策的重要内容。
As a typical representative of government transformation in the digital era,smart governance faces significant challenges in achieving sustainable development.These challenges are manifested in the barriers between organizational and value dimensions,symbolizing an inherent“technology versus value”conflict.However,this conflict is insufficient to systematically and effectively address the question of how to advance smart governance sustainably.In response to the need for sustainable development,this study identifies“inclusiveness”as the core mechanism to reconcile the tension between technology and value,thereby establishing a dynamic and synergistic relationship.This study first defines the specific connotation of“inclusive smart governance”and then,based on the theory of interface governance and service contact,constructively develops and interprets the“interface-contact”theoretical framework for analyzing inclusive smart governance.Specifically,generative artificial intelligence(AI),as a representative of emerging digital technologies,demonstrates significant potential for realizing inclusive smart governance.This potential is reflected in its underlying mechanisms across three dimensions:the data logic at the organizational level,the co-creation logic at the environmental level,and the interaction logic at the service level.However,the“emergent problem domains”associated with generative AI require systematic and structured identification and analysis.Accordingly,this study proposes governance strategies,including strengthening constraints and regulations at the organizational level,enhancing intervention and support at the service level,and fostering cultivation and bridging at the environmental level.These measures aim to provide a theoretical foundation and practical guidance for the sustainable development of inclusive smart governance.
