人工智能视角下的澳琴规则衔接机制研究——以“知琴Mo-Qin Mind”平台为例

摘要 在大湾区建设加速推进与澳琴深度融合的背景下,规则差异、信息不对称与政策理解门槛构成了制度衔接的主要障碍。人工智能特别是大语言模型的发展,为缓解跨制度治理中的“认知断层”提供了新的技术路径。本文以“知琴Mo-Qin Mind”智能问答平台为研究对象,通过对其技术架构、制度嵌入方式及治理效应的分析,探讨人工智能在政策解释、流程指引与公共服务中的法治价值。研究发现,“知琴”通过RAG架构、多语种语义对齐和本地化部署,实现了对澳琴政策体系的结构化理解,在居民端提升了政策可读性与办事确定性,在企业端降低了跨境经营的合规成本,在政府端强化了政策反馈与服务前移能力。此外,平台的运行模式体现出技术与制度的深度耦合,使其逐步由工具型应用转向认知型治理基础设施。文章同时指出,人工智能介入法治治理仍面临算法偏差、责任模糊与数据安全等风险,需通过制度化机制予以规制。研究结论对于横琴、前海、南沙等跨区域合作区的智能政务建设具有一定示范意义。 Against the backdrop of deepened integration between Hengqin and Macao as well as the development of the Guangdong–Hong Kong–Macao Greater Bay Area,institutional differences,fragmented information,and high policy comprehension costs have become major obstacles to rule alignment.The rapid development of artificial intelligence,especially large language models,provides a new technological pathway for mitigating the“cognitive gap”in cross-jurisdictional governance.This study examines the“Mo-Qin Mind”intelligent question–answering platform and analyzes its technical architecture,institutional embeddedness,and governance effects.The findings show that through a RAG-based architecture,multilingual semantic alignment,and secure on-premise deployment,the platform is able to interpret policy rules in a structured manner.It improves policy readability and procedural certainty for residents,reduces compliance burdens for enterprises operating across jurisdictions,and enhances policy feedback and proactive service delivery for government agencies.The platform demonstrates how AI can evolve from a functional tool into a cognitive governance infrastructure by integrating with institutional processes.Nevertheless,risks such as algorithmic bias,ambiguous responsibility,and data security concerns remain and require appropriate legal and institutional safeguards.This study provides empirical insights for the construction of intelligent governance systems in other cross-regional cooperation zones such as Qianhai and Nansha.
