摘要
提高农业水资源利用效率,对实现新疆农业高质量发展具有至关重要的作用。以新疆14个地州市为研究对象,基于2011—2022年的面板数据,运用数据包络分析法(DEA)与Malmquist指数法,对农业水资源利用效率进行时空差异性分析。静态分析显示,2011—2022年新疆农业水资源利用效率均值为0.787,总体水平较低,呈现“V”形的时间变化特征,且不同地州市间存在显著差异,形成了北疆效率高、南疆效率低的空间分布格局。动态分析显示,各地州市的农业水资源利用效率的全要素生产率指数均大于1,年均增长率为4.9%,呈增长趋势,其中技术进步是推动农业水资源利用效率提升的主要动力。基于此,推动农业科技创新发展以及完善农田水利基础设施,是缩小南北疆在农业水资源利用效率上的差异,并进一步提升新疆农业水资源利用效率的关键。
Improving the utilization efficiency of agricultural water resources plays a vital role in realizing the high-quality development of agriculture in Xinjiang.Taking 14 prefectures and cities as the research object,based on data from 2011 to 2022,the Data Envelopment Analysis and Malmquist index method were used to analyze the spatial and temporal differences of agricultural water resources utilization efficiency.The static analysis shows that the average utilization efficiency of agricultural water resources from 2011 to 2022 is 0.787,the overall level is low,showing a‘V’shape of time variation characteristics,and there are significant differences among different prefectures and cities,forming a spatial distribution pattern of high efficiency in northern Xinjiang and low efficiency in southern Xinjiang.The dynamic analysis shows that the total factor productivity index of the utilization efficiency of agricultural water resources in all prefectures and cities is greater than 1,and the average annual growth rate is 4.9%,showing an increasing trend.Technological progress is the primary driving force behind the increased utilization efficiency of agricultural water resources.Based on this,advancing the innovation and development of agricultural science and technology,as well as enhancing the infrastructure for farmland water conservancy,are crucial for narrowing the disparities in agricultural water resource utilization efficiency between northern and southern Xinjiang.This will further improve the overall utilization efficiency of agricultural water resources in Xinjiang.
