摘要
文中探讨了大数据时代政务信息化管理面临的挑战与应对策略,构建了政务大数据五层技术架构模型,提出了数据资源整合与共享方案,以解决“信息孤岛”等问题;设计“三层四维”安全防护体系,创新了组织架构、流程再造与考核评价机制;归纳智慧决策、精准监管与智能服务三类应用场景,对提升政府数据治理能力具有重要的实践指导意义。
This paper discusses the challenges and Countermeasures of government information management in the era of big data,constructs a five-tier technical architecture model of government big data,and proposes a data resource integration and sharing scheme to solve the problems of“information island”;The“three-tier and four-dimensional”safety protection system was designed,and the organizational structure,process reengineering and evaluation mechanism were innovated;Summing up three kinds of application scenarios,including smart decision-making,precise supervision and intelligent service,has important practical significance for improving the government's data governance ability.
