摘要
随着自动驾驶技术由实验性试点迈向规模化部署,过渡期内伦理治理问题日益凸显,表现为责任归属模糊、数据隐私风险、算法偏见困境、道德决策复杂性与法律伦理失调等多维挑战。研究引入社会技术系统(Socio-Technical Systems,STS)理论作为理论统领,构建“责任配置—规范机制—信任建构”三维分析框架,系统分析自动驾驶伦理风险的结构性根源。在此基础上,提出涵盖责任分配机制优化、数据治理制度完善、算法伦理评估、道德决策透明化与国际法律协调等系统路径,旨在实现技术发展与伦理规范的协同演进。研究表明,STS视角有助于打破技术主义与伦理主义二元分立,推动伦理治理从“被动规制”向“前置嵌入—动态调适”的系统治理模式转型。
As autonomous driving technology progresses from experimental pilots to large-scale deployment,ethical governance issues during the transition period have become increasingly prominent.These manifest as multidimensional challenges including ambiguous accountability,data privacy risks,algorithmic bias dilemmas,the complexity of moral decision-making,and misalignment between legal and ethical frameworks.This study introduces socio-technical systems theory as its overarching theoretical framework,constructing a three-dimensional analytical framework of"accountability configuration-normative mechanisms-trust building"to systematically analyze the structural roots of ethical risks in autonomous driving.Building on this,it proposes systematic approaches encompassing optimization of accountability allocation mechanisms,improvement of data governance systems,algorithmic ethics assessment,enhancement of moral decision-making transparency,and international legal coordination.The aim is to achieve the synergistic evolution of technological development and ethical norms.The research indicates that the socio-technical system perspective helps break the dichotomy between technocentrism and ethicocentrism,thereby promoting a shift in ethical governance from"passive regulation"to a systematic governance model characterized by"preemptive embedding-dynamic adaptation".
