摘要
为应对全球生态环境危机对世界秩序“国家框架”体系的挑战,深化对“美丽中国”现代化国家目标的理解认同,践行培育公民国家意识的国家公园理念,中国国家公园建设应当肩负国家认同建构的使命。国家公园建设的生态系统保护具有维护生态安全、提供全民公益性生态福利、满足公民美好生活需求、增加公民对国家的安全感与依赖感的功能。国家公园的自然景观代表国家形象,作为国家象征,国家公园建设促进公民自然审美和国家想象的认同能力。国家公园的自然遗产精华彰显中华文明,自然遗产保护激发公民对国家的文化认同和文明自觉。国家公园建设保护生物多样性和文化多样性,追求生态价值,承担人类生态责任,赋予国家以绿色道义力量,增进公民对国家道义的赞赏。国家公园建设应服务于现代国家建设,通过提升国家公园的生态福利供给能力,构建国家公园的文化传播体系,依托国家公园开展丰富的爱国主义教育等促进国家公园的国家认同建构功能的发挥。
To address the challenges posed by the global ecological crisis to the“national framework”of the world order,deepen the understanding and recognition of the modernization goal of building a“Beautiful China”,and practice the national park concept as a means to cultivate civic national consciousness,the development of national parks in China should undertake the mission of constructing national identity.The ecological protection of national park development serves the functions of maintaining ecological security,providing public ecological benefits for all citizens,meeting the demands for a better life,and increasing citizenssense of safety and dependence on the nation.The natural scenery of national parks represents the national image and serves as a national symbol.The development of national parks enhances citizenscapacity for natural aesthetics and fosters a sense of national identity through shared symbolic landscapes.The essence of natural heritage in national parks showcases Chinese civilization,and the protection of natural heritage inspires citizenscultural identity and awareness of civilization.The development of national parks protects biodiversity and cultural diversity,pursues ecological value,assumes human ecological responsibility,endows the nation with moral green power,and enhances citizensappreciation for national moral principles.The development of national parks should serve the building of a modern nation by enhancing the ecological welfare supply capacity of national parks,establishing a cultural communication system for national parks,and promoting the function of national identity construction through rich patriotic education based on national parks.
