摘要
县级文物保护规划作为县域文物及其环境等治理的复合型政策工具,具有刚性管控与弹性引导双重属性。针对其当前理论指导不足、技术路径模糊、内容体系不完善等困境,研究构建起价值认知、战略决策、空间治理的逻辑框架,推动规划从“技术规程”向“治理工具”转型。理论层面,融合系统性保护、空间规划与治理理论等,确立价值锚定、空间治理、代际传承的底层逻辑,破解文物保护的科学性与在地性矛盾;战略层面,以系统安全、创新驱动、多元参与、融合发展、价值引领等为核心理念,重构县域文物保护治理逻辑,推动县域文物保护与区域发展融合协同;实践层面,通过基础研判、愿景目标、格局构建、保障支撑的技术路径,将文物价值传导至国土空间管控体系,促进文物保护与城乡发展动态平衡。
As a composite policy tool for the governance of cultural relics and their environment in the county,county-level cultural relics protection planning has the dual attributes of rigid control and flexible guidance.In view of the current dilemma of insufficient theoretical guidance,fuzzy technical path,and imperfect content system,the study builds up a logical framework for value cognition,strategic decision-making,and spatial governance and promotes the transformation of planning from a“technical program”to a“governance tool.”At the theoretical level,the integration of systematic protection,spatial planning,and governance theory establishes the underlying logic of planning value anchoring,spatial governance,and intergenerational inheritance and solves the contradiction between the scientific and local nature of cultural relics protection.At the strategic level,with the core concepts of taking systematic security,innovation-driven,pluralistic participation,integrated development,and value guidance,it reconstructs the governance logic of county-level cultural relics protection to promote the integrated coordination between county-level cultural relics protection and regional development.At the practical level,through the technical paths of resource research,vision and target,pattern construction,and guarantee support,the value of cultural relics is transmitted to the spatial control system of the national territory,and the dynamic balance between cultural relics protection and urban and rural development is promoted.
