摘要
开展建设占用耕地耕作层土壤剥离利用工作(即“表土剥离利用”),是保护耕地资源、落实耕地占补平衡制度的重要举措,对提高新增耕地质量、坚守耕地红线、保障粮食安全和保护生态环境具有重大意义。在工程建设项目实施前,必须制订切实可行的耕作层土壤剥离方案,加强对表土资源的保护和利用。以平陆运河(钦州段)为例,在概述工程建设规模的基础上,提出包括剥离面积、剥离厚度、剥离总量等指标在内的项目区耕作层土壤剥离方案,并对耕作层土壤剥离方案的实施进行效益分析。研究旨在为类似工程建设中的耕作层土壤剥离方案设计提供理论和实践依据。
The implementation of topsoil stripping and utilization in cultivated land occupied for construction(i.e.,"topsoil stripping and reuse")is a critical measure to protect cultivated land resources and achieve the compensation balance for requisitioned cultivated land.It is of great significance for for ecological conservation,enhancement of newly-added cultivated land quality,adherence to the"red line"of cultivated land protection,and safeguarding food security.Prior to the execution of engineering construction projects,it is imperative to formulate practical and feasible topsoil stripping schemes to strengthen the protection and utilization efficiency of topsoil resources.Taking the topsoil stripping project in the Qinzhou section of the Pinglu Canal as a case study,this paper proposes a stripping plan encompassing parameters such as stripping area,stripping thickness,and total stripping volume,based on an overview of the project's construction scale.Additionally,a benefit analysis of the scheme's implementation is conducted.The study provides theoretical and practical references for topsoil stripping designs in similar engineering projects.
