摘要
在系统分析国家耕地占补平衡政策大背景、西藏耕地质量保护提升现状与需求的基础上,结合西藏新增耕地鉴定与评价实践、内地省份先进经验,提出了新增耕地质量鉴定与评价的总体思路和具体技术路径。认为要在评价指标体系构建、工作机制创新、生态环境保护、后续培肥管理等方面持续用力,进一步提出健全评价制度、构建耕地质量大数据平台、完善基础设施与资金保障、分区域推进耕地质量建设等建议。
Based on the srstematic analysis of the general baclkground of the national cultivated land requistion compensatica balance policy,the current situation and needs of Xizang's cultivated land quality protection and improvenent,combined with the identification and evaluation pracice of DEW added cultivated land in Xizang,and the adwanced experence of mainland provinces,this paper puts forward the genernl idea and specific technical path of the identicatioa and evaluation of new cultivated land quality.It is believed that continuous eforts should be made in the construction of evaluation index systeme inovation of working mechanism.ecological enviroment protection。and subsequent fertilzation management.Further suestions are put forwand to improwe the evaluation system.build a big data platform for cultivated land quality.improve infrastructure and financial support,and promote the construction of cultivated land quantity in dilrent regions.
