教育强国建设进程下中国参与全球教育治理的话语逻辑与经验

Discourse Logic and Chinese Experience of China's Participation in Global Education Governance in the Process of Building a Leading Country in Education

摘要 在百年未有之大变局下,全球教育治理不仅是解决人类普遍教育问题的治理工具,也是实现教育命运共同体的必由之路。参与全球教育治理作为中国建设教育强国的使命担当,是中国教育“走出去”战略的时代选择,也是塑造中国教育主动作为的国际形象和提升国际话语权的核心举措。在教育强国建设进程下,中国主要围绕全球教育共同问题的普适性话语、中国教育历史实践的根源性话语和中华民族教育传统的特质性话语三个方面,积极参与全球教育治理。经过长达半个世纪的探索,中国积累了丰富的话语经验:强化议题设置,不断筑牢话语阵地;创新话语主题,持续丰富话语内容;调试话语表达,深入优化呈现方式。 Amid great changes unseen in a century,global education governance has become a governance tool for solving the universal education problems facing the mankind.It is also a necessary way for realizing a shared future for the global education community of destiny.Participating in global education governance,as part of China's mission to build a leading country in education,is a timely choice for advancing China's“going out”strategy in education.It is also a core initiative to shape the international image of Chinese education and enhance its international discourse power.In the process of building a leading country in education,China,which is steadily moving towards the center of the world stage,actively participates in global education governance.This participation primarily focuses on three aspects:the universal discourse on common problems of global education,the rooted discourse drawn from the historical practice of Chinese education,and the idiosyncratic discourse grounded in the educational traditions of the Chinese nation.After half a century of exploration,China has accumulated rich experience in educational discourse,including strengthening agenda-setting and building a firm discourse position;innovating discourse themes and continuously enriching discourse contents;and adjusting discourse expressions and optimizing presentation methods.
