西部地方公费师范教育政策执行的过程性探究与调适策略——基于史密斯政策执行过程模型的分析 被引量:1

Process Study and Adjustment Strategies on the Implementation of Publicly-funded Teacher Education Policies in Western China:An Analysis Based on Smith’s Policy Implementation Process Model

摘要 地方公费师范教育政策对于西部农村地区补充优质师资,提升农村教育质量具有积极意义。受职业理想、录取分数、免补政策、岗位编制等因素影响,公费师范生群体对政策总体持满意态度。但政策执行过程中所涉及的招生、培养、就业、履约等环节也存在政策本身的监督保障乏力、机构推进政策的效能欠佳、目标群体身处不同政策阶段的差异化障碍凸显、环境因素的多重境况渲染带来不利影响等问题。因此,可以从如下方面进行调适:完善配套支持政策,提高师范生培养质量与长期从教保障;执行机构应优化执行内容,高效推进政策过程;目标群体要理性报考,重视学习过程,坚定从教信心;营造更宽松的社会环境,提高招生与所处环境的匹配度。 The local publicly-funded teacher education policy is vital for recruiting quality teachers to western rural areas.Influenced by career ideals,admission scores,subsidy policies,and position quotas,public-funded normal students are generally satisfied.However,there are also some problems in the process of policy implementation,such as the lack of supervision and guarantee of the policy itself,the poor effectiveness of institutions in promoting the policy,the prominent differentiated obstacles of the target group in different policy stages,and the adverse impact of multiple situations of environmental factors.Adjustment strategies include:enhancing support policies for long-term teaching assurances,optimizing execution content and processes,guiding students to apply rationally and reinforcing teaching commitment,and creating a supportive environment to align admissions with local contexts.
