摘要
文章依据《知识产权强国建设纲要(2021-2035年)》《高等学校知识产权管理规范》(GB/T 33251-2016),研究广西高校知识产权标准化状况和提升大学生知识产权素养的对策。调查发现,广西高校建立了相对完整的法学知识产权教育和服务体系,在大学生知识产权素养培育方面有一些制度设计,但总体而言,广西高校知识产权标准化水平和大学生知识产权素养跟经济社会发展需求有一定差距。建议组建校际知识产权发展和保护领导小组,构建校际共享的知识产权协调议事机构,完善知识产权保护和服务体系。对提升大学生知识产权素养提出了对策:完善高校学士学位授予细则中的知识产权条款,建立贯穿大学生学习生涯的知识产权教育体系,将知识产权素养融入“三全育人”和课程思政常态化教育中。
Based on the Outline for Building a Powerful Intellectual Property Nation(2021-2035)and the Specifications for Intellectual Property Management in Higher Education Institutions(GB/T 33251-2016),this paper investigates the status of intellectual property(IP)standardization in universities in Guangxi and proposes strategies for enhancing college students’IP literacy.The survey reveals that Guangxi universities have established relatively comprehensive systems for legal education and IP services.Some institutional designs exist for cultivating IP literacy among students;however,the overall level of IP standardization and student literacy still falls short of the demands of socioeconomic development.It is recommended to establish inter-university leadership groups for IP development and protection,build a shared coordination and consultation mechanism,and improve the IP protection and service systems.To improve students’IP literacy,the paper suggests:refining IP-related clauses in undergraduate degree award regulations,developing an IP education system throughout the student learning process,and integrating IP literacy into holistic education and ideological-political education across the curriculum.
