摘要
国家发展改革委在“十四五”期间(2021—2025年)明确提出,完善棉花目标价格政策,合理调整价格水平,并探索可持续的新型支持政策,以保障棉农收益与市场稳定。2025年,新疆启动20亿元产业升级基金,聚焦棉花产业链高附加值转型,目标包括稳定种植面积3700万亩、总产600万吨,同步推进智能化纺织产业发展,如推广“黑灯车间”、搭建区块链溯源系统等。我国作为全球最大棉花生产国和消费国,棉花产业链供应链的安全稳定对国家农业经济、纺织工业发展及国际竞争力具有关键意义。然而,近年来受国际贸易摩擦、气候变化、资源约束等多重因素的影响,我国棉花产业面临诸多挑战。本文深入分析当前我国棉花供应链、产业链的主要风险,并从优化棉花种植区位结构、发展棉花现代物流基础设施网络和服务体系、夯实完善棉花储备制度三个方面提出安全保障路径,为推动棉花产业可持续发展提供参考。
During the 14th Five-Year Plan period(2021–2025),the National Development and Reform Commission(NDRC)explicitly proposed improving the cotton target price policy,reasonably adjusting price levels,and exploring sustainable new support policies to safeguard cotton farmers’incomes and maintain market stability.In 2025,Xinjiang launched a CNY 2 billion industrial upgrading fund focused on the high-value transformation of the cotton industry chain,with targets including stabilizing the planting area at 37 million mu and total output at 6 million tons,while simultaneously advancing intelligent textile industry development through initiatives such as promoting“dark factories”and establishing blockchain traceability systems.As the world’s largest cotton producer and consumer,China’s cotton supply and industry chain security is crucial for national agricultural economics,textile industry development,and international competitiveness.However,in recent years,China’s cotton industry has faced multiple challenges due to international trade frictions,climate change,and resource constraints.This study provides an in-depth analysis of the main risks in China’s cotton supply chain and industry chain and proposes security and safeguarding pathways,including optimizing the spatial structure of cotton planting areas,developing modern logistics infrastructure networks and service systems,and consolidating and improving the cotton reserve system,aiming to offer references for promoting sustainable development of the cotton industry.
