摘要
随着城市化进程加快和社会结构转型,基层社区面临着治理主体分散、居民参与不足及资源整合困难等挑战。作为具有催化功能的行动者,社区触媒主体在推动基层治理共同体建设中发挥着独特作用,其通过情感激活、资源整合、价值引导三大核心机制推动共同体建设,具有资源整合能力、价值引领功能、情感联结作用、创新驱动效应的基本特征。通过对北京市Y片区的实践观察发现,在初期物质激活阶段,以政府部门和开发企业为触媒主体,社区更新主要围绕环境整治与设施提升展开。在中期文化植入阶段,以街道办事处和社区居委会为触媒主体,注重挖掘片区文化价值,引导居民参与文化建设。在后期持续发展阶段,社会组织和居民群体作为触媒主体,形成了多元化社会参与机制。未来应进一步完善触媒主体培育机制,优化触媒作用环境,构建触媒协同网络,推动形成共建共治共享的社区治理格局。
With the acceleration of urbanization and the transformation of social structure,grassroots communities are facing the challenges of decentralized governance,insufficient participation of residents and difficulties in resource integration.As an actor with catalytic function,the main body of community catalyst plays a unique role in promoting the construction of grassroots governance community.It promotes the construction of community through the three core mechanisms of emotional activation,resource integration and value guidance,and has the basic characteristics of resource integration ability,value guidance function,emotional connection function and innovation driving effect.Through the practical observation of Y district in Beijing,it is found that in the initial material activation stage,government departments and development enterprises are the main catalyst subjects,and community renewal mainly focuses on environmental remediation and facility improvement.In the middle stage of cultural implantation,street offices and community neighborhood committees are the main catalysts,focusing on tapping the cultural value of the area and guiding residents to participate in cultural construction.In the later stage of sustainable development,social organizations and residents as the main catalyst,formed a diversified social participation mechanism.In the future,we should further improve the cultivation mechanism of catalyst subjects,optimize the catalyst environment,build a catalyst collaborative network,and promote the formation of a community governance pattern of co-construction,co-governance and sharing.
