摘要
为进一步加强水土保持工作,建立健全水土保持生态产品价值实现机制,水利部近期以县域为单元组织开展了一体化推进水土保持工程建设工作,以推动水土保持生态产品转化交易项目落地,探索建立水土保持投入循环机制,提升水土保持可持续发展能力。从项目建设的目标、项目的选择、实施中的关键环节及制度建设等方面,对在一体化推进水土保持工程建设项目中推动水土保持生态产品价值实现进行了思考。主要结论:一体化推进水土保持工程建设项目一是要以治理水土流失为基础,筑牢美丽中国建设生态根基;二是要以生态产品转化交易为路径,激活绿色经济发展新动能;三是要以投入循环机制为保障,促进水土保持可持续发展;四是要以促进群众增收致富为导向,助力全面推进乡村振兴。实施项目时,应首先考虑仍然存在水土流失问题的区域,其次是形成的水土保持生态产品具有市场转化潜力,再次是对周边地区或小流域能够形成示范效应。实施中的关键环节包括以水土保持为主导布局综合性开发利用项目、水土保持工程建设与生态产品转化交易方案同步设计、统筹安排使用不同来源资金。制度建设方面包括构建跨部门的协同推进机制、完善水土保持生态产品产权制度、建立水土保持投入循环机制及完善一体化推进水土保持工程建设监管机制。
To advance soil and water conservation and establish the mechanism for realizing the value of its ecological products,the Ministry of Water Resources has recently implemented the comprehensive advancement of soil and water conservation projects at the county level.This projects aims to facilitate the implementation of projects that convert these ecological benefits into tradable assets,explore the establishment of a circular mechanism,and enhance the overall sustainability of soil and water conservation.This paper reflects on the promotion of the value realization of soil and water conservation ecological products within the integrated advancement of soil and water conservation engineering construction projects.It addresses various aspects,including project construction goals,project selection,key implementation links,and system building,etc..The main conclusions are as follows:The first step in promoting integrated soil and water conservation engineering construction projects is to take the control of soil erosion and water loss as the ecological foundation for building the beautiful China;secondly,transforming and trading ecological products should be viewed as a pathway to activate new drivers for green economic development;thirdly,promoting sustainable development in soil and water conservation necessitates establishing an input cycle mechanism that ensures ongoing support;fourthly,enhancing people’s income and prosperity must serve as a guiding principle contributing to comprehensive rural revitalization.In implementing these projects,priority should be given to areas still facing significant soil erosion and water loss.Additionally,the ecological products developed for soil and water conservation should possess market transformation potential.Furthermore,they ought to generate demonstration effects in surrounding regions or small watersheds.Key implementation links include strategically planning comprehensive development and utilization projects with an emphasis on soil and water conservation;concurrently designing plans for both engineering construction related to soil and water conservation as well as ecological products transformation and trading;along with effectively coordinating funding from diverse sources.In the realm of institutional construction,this paper addresses the establishment of a cross-departmental collaborative mechanism for coordinated implementation,the refinement of the property rights framework for soil and water conservation ecological products,the formulation of the investment recycling mechanism for soil and water conservation,and improving a supervision mechanism to integrally advance the construction of soil and water conservation projects.
