甘肃省科技人才开发效率对策浅析

摘要 为提升甘肃省科技资源配置效能与人才创新活力,构建西部地区差异化的人才竞争优势,运用面板数据核心指标的“投入—过程—产出”科技人才开发评估体系,采用DEA-BCC模型测算开发效率,并引入人均GDP、教育投入、R&D强度、产业结构、开放水平及政策强度等变量构建空间权重矩阵,进行回归分析发现中西部地区科技人才效率更依赖政策激励和教育投入,而东部地区则受益于产业优化与开放水平,因此,甘肃省应完善多元化投入机制与绩效评价体系,优化科研平台与高层次人才引进,推动区域协同与产业集群建设,构建高效可持续的人才开发体系,以提升甘肃省科技人才的有效开发及使用。 In order to improve the efficiency of scientific and technological resource allocation and the vitality of talent innovation in Gansu Province,and to build a different talent competition advantage in the western region,this paper uses the"input-process-output"scientific and technological talent development evaluation system with panel data core indicators,and adopts the DEA-BCC model to measure the development efficiency.And introduce per capita GDP,education input,R&D intensity,industrial structure,opening level and policy intensity and variables to construct spatial weight matrix,regression analysis found that the central and western regions of science and technology talent efficiency is more dependent on policy incentives and educational input,while the eastern region from industrial optimization and opening level,therefore,Gansu Province should improve diversified investment mechanism and performance evaluation system,optimize the scientific research platform and high-level talent introduction,regional synergy and industrial cluster construction,and build an efficient and sustainable talent development system to improve the effective development and utilization of Gansu Province's science and technology talents.
