摘要
治理民主强调把民主机制更加充分地融入具体治理过程中,通过民主达成善治,背后有着深层次的减负逻辑。全过程人民民主是有中国特色的治理民主模式,本身包含着深刻而系统的基层治理减负机理,表现为以民主选举和民主决策实现精准需求映射下的源头性减负,以民主协商和民主沟通实现多元沟通协同下的过程性减负,以及以民主监督和有效问责实现权责匹配下的结果性减负。目前由于全过程人民民主在基层治理中依然不够完善,民主理念淡薄、民主机制离散、民主制度悬浮等问题依然存在,使得全过程人民民主的基层减负整体效能尚未充分发挥出来。未来基层负担问题的系统性和根本性化解,需要在基层全面践行全过程人民民主,不断强化民主理念,推进民主机制的一体化整合和面向基层具体实践的可操作性机制建设。
Governance democracy emphasizes the fuller integration of democratic mechanisms into specific governance processes and the achievement of good governance through democracy,with a deep-seated logic of burden reduction behind it.Whole-process people’s democracy is a governance democracy model with Chinese characteristics,which itself contains a profound and systematic mechanism for reducing burdens in grassroots governance.It is manifested in source-oriented burden reduction through accurate demand mapping via democratic elections and decision-making,process-oriented burden reduction through multi-stakeholder communication and collaboration via democratic consultation and communication,and result-oriented burden reduction through the matching of powers and responsibilities via democratic supervision and effective accountability.At present,due to the incomplete implementation of whole-process people’s democracy in grassroots governance,prominent issues such as weak democratic awareness,fragmented democratic mechanisms,and detached democratic systems still exist,preventing the full exertion of the overall effectiveness of whole-process people’s democracy in reducing grassroots burdens.For the systematic and fundamental resolution of grassroots burden issues in the future,it is necessary to fully practice whole-process people’s democracy at the grassroots level,continuously strengthen democratic awareness,promote the integrated integration of democratic mechanisms,and build operable mechanisms tailored to specific grassroots practices.
