摘要
发达国家及地区特殊医学用途配方食品研究起步早,管理体系及法规标准较完善,且有成熟的管理经验,而我国尽管起步较晚,所占市场份额较低,但市场需求量较高,发展前景广阔,各国及地区的监管政策及法规体系存在差异,需进行对比分析以提供借鉴。文章对我国及各主要发达国家及地区特殊医学用途配方食品的监督管理机制及法规标准体系进行了总结分析,比对剖析了各国监督管理机构、法规标准体系、注册审核制度等,提出目前我国特殊医学用途配方发展存在的问题及未来发展建议。对完善我国特殊医学用途配方食品监管体系、法规标准以及创新设计产品提供了理论依据,有助于产业的健康发展。
Despite a delayed start,China’s foods for special medical purpose has managed to secure a modest market share.However,domestic market demand remains high,offering promising development prospects.In contrast,developed countries and regions have initiated research,management systems,and regulations and standards at an earlier stage,resulting in more comprehensive and mature management experience.A comparative analysis is required in order to gain insight into the discrepancies in regulatory policies and systems that exist across countries and regions.This study compares and analyses the supervisory and management institutions,regulations and standard systems,registration and audit systems of various countries with respect to foods for special medical purpose.It summarises and analyses the supervisory and management mechanism and regulation and standard system of foods for special medical purpose in China and major developed countries and regions.It also puts forward suggestions for the future development of foods for special medical purpose in China.This offers a theoretical foundation for enhancing China’s regulatory system and regulations pertaining to special medical use formulas,as well as the innovative design of products,which contributes to the sound advancement of the industry.
