摘要
高职院校专业群与区域产业结构系统的高质量耦合是培养新质劳动者、塑造新质能力的关键抓手,也是产教深度融合、驱动新质生产力发展的核心引擎。基于京津冀2013—2022年面板数据,在利用熵值法测算高职专用群和产业结构综合指数的基础上,运用耦合协调模型考察京津冀地区两系统间的耦合协调水平和等级,利用灰色马尔可夫模型预测2023—2026年的耦合协调发展情况。研究发现:产业系统综合指数高于专业群系统综合指数,系统间差距不断缩小;京津冀整体耦合协调水平从濒临失调(0.5183)逐渐转变为初级协调(0.6217),河北省的耦合协调水平优于北京次优于天津;预计2023—2026年,北京和天津将达到初级协调等级,河北省将达到中级协调等级。据此,应当推动构建职业教育协同发展新格局,坚持发展新质生产力目标导向;转变自身定位嵌入主体性角色,协同培养高素质的新质劳动者;专业群适度超前地区产业发展,激发生产力高质量发展新动能。
The high-quality coupling between the specialized clusters of higher vocational colleges and the regional industrial structure system is the key grip for cultivating new-quality laborers and shaping new-quality capabilities,as well as the core engine for the deep integration of industry and education and driving the development of new-quality productivity.Based on the panel data of Beijing-Tianjin-Hebei from 2013 to 2022,on the basis of measuring the comprehensive index of higher vocational specialization group and industrial structure using entropy value method,the coupling coordination model is applied to examine the level and grade of coupling coordination between the two systems in Beijing-Tianjin-Hebei region and to predict the development of the coupling coordination in the years of 2023-2026 using the grey Markov model.It is found that:the industrial system composite index is higher than the professional group system composite index,and the gap between the systems is decreasing;the overall coupling coordination level of Beijing-Tianjin-Hebei gradually changes from on the verge of dysfunction(0.5183)to primary coordination(0.6217),and the coupling coordination level of Hebei Province is better than that of Beijing second better than that of Tianjin;it is predicted that in 2023-2026,Beijing and Tianjin will reach the primary coordination level,and Hebei Province will reach the intermediate coordination level.Accordingly,we should promote the construction of a new pattern of coordinated development of vocational education,adhere to the goal-oriented development of new-quality productive forces;change its own positioning embedded in the role of subjectivity,and collaborate to cultivate high-quality,new-quality laborers;and the professional groups moderately ahead of the development of regional industries to stimulate the new kinetic energy of high-quality development of productive forces.
