摘要
[目的/意义]本文旨在探索针对科技智库的数字赋能路径,为科技智库的数字化转型建设提供启示和实践参考。[方法/过程]本文通过对已有研究综述,归纳和分析了科技智库发展面临的问题和需求,揭示了数字技术对科技智库发展的赋能作用,提出了针对科技智库的数字赋能体系架构,并剖析了实践案例。[结果/结论]研究发现,科技智库需要提升研究选题的前瞻性和战略性、研究视野的综合性和国际性、研究方法的科学性和客观性、研究实施的规范性和高效性、咨询建议的创新性和实用性。数字技术能够赋能科技智库形成基于数据的流程化分析模式,提升科技智库能力水平。科技智库的数字赋能路径,不仅需要加强数据资源基础建设和数智工具的持续创新开发,还需要重视对专家智慧的激发及其隐性知识资产沉淀。
[Purpose/Significance]This paper aims to explore the digital empowerment pathways for science and technology(S&T)think tanks,providing insights and practical references for their digital transformation and construction.[Method/Process]By reviewing existing studies,this paper summarizes and analyzes the challenges and needs faced by the development of S&T think tanks.It reveals the enabling role of digital technology in their development,proposes a digital empowerment system architecture for S&T think tanks,and introduces practi-cal case studies.[Result/Conclusion]The research finds that S&T think tanks need to enhance the foresight and strategic orientation of their research topics,broaden the comprehensiveness and international scope of research perspectives,strengthen the scientific rigor and objectivity of research methods,improve the standardization and efficiency of research execution,and increase the innovation and practicality of policy recommendations.Digital technologies can empower S&T think tanks to form a data-based process analysis model,improving their capabil-ity level.The construction of the digital empowerment system for science and technology think tanks should focus on stimulating expert wisdom and the accumulation of their tacit knowledge assets.
