摘要
[目的/意义]本文立足中国式现代化发展需求,提出以体制机制创新激发人工智能领域科技创新活力,以科技赋能新质生产力发展,为我国抢占全球科技竞争制高点、拓展经济高质量发展空间提供有力支撑。[方法/过程]本文从战略统筹、技术攻关、生态构建、风险治理等维度,梳理全球人工智能发展趋势和我国创新路径,分析我国人工智能顶层设计、根技术研发、根生态构建、场景创新和示范应用等方面的制度创新逻辑。[结果/结论]本文从完善国家统筹协调机制、健全根技术研发体系、创新市场化要素资源配置机制、优化科技与产业发展深度融合的制度环境、构建人工智能人才雁阵格局以及深度参与国际治理体系建设等六个方面,提出健全我国人工智能发展体制机制的对策建议。
[Purpose/Significance]Based on the development needs of Chinese-style modernization,this pa-per proposes to stimulate the vitality of scientific and technological innovation in the field of artificial intelligence(AI)through institutional and mechanism innovation,and to empower the development of new forms of produc-tive forces with science and technology.It will provide strong support for China to seize the commanding heights of global technological competition and expand the space for high-quality economic development.[Methods/Process]This paper combs the global AI development trend and China’s innovation path from the dimensions of strategic planning,technological breakthrough,ecological construction,risk governance,etc.,and analyzes the system innovation logic of China’s AI top-level design,root technology research and development,root ecological construction,scenario innovation,and demonstration application.[Results/Conclusions]This paper puts forward countermeasures and suggestions to improve China’s AI development system and mechanism from six aspects:improving the national overall coordination mechanism,improving the root technology R&D system,innovating the market-oriented factor resource allocation mechanism,optimizing the institutional environment for the deep integration of science and technology and industrial development,building a wild goose pattern of AI talents,and deeply participating in the construction of international governance system.
