摘要
[目的/意义]分析AIGC技术对中国特色新型智库发展带来的双重挑战,即数据可靠性与技术依赖问题,探讨其潜在风险及应对策略,以提升新型智库在人工智能时代的科学性和独立性。[方法/过程]通过文献分析与案例引证,梳理AIGC技术在智库研究中的应用现状与风险表现,从数据真伪、模型缺陷、认知依赖等角度系统剖析AIGC对智库工作的影响,并提出“制度—素质—技术”三位一体的协同治理框架。[结果/结论]AIGC技术在提升智库研究效率的同时,也带来了数据真实性难以保障、模型生成内容存在偏差、研究人员过度依赖技术等风险。新型智库应通过建立健全数据治理制度、提升研究人员AI素养、构建适配性技术体系等措施,实现认知主导与技术赋能的有效平衡,确保智库研究的科学性、原创性与社会责任。
[Purpose/Significance]This study analyzes two major challenges posed by AIGC technology to the development of New Think Tanks with Chinese characteristics:data reliability and technological dependency.It investigates potential risks and proposes response strategies aimed at strengthening the scientific rigor and op-erational independence of these Think Tanks in the age of artificial intelligence.[Method/Process]Through liter-ature review and case studies,this study examines the current application and risks of AIGC technology in Think Tank research.It systematically evaluates its impact from perspectives such as data authenticity,model flaws,and cognitive dependency,proposing a tripartite collaborative governance framework integrating“institution,com-petence,and technology”.[Result/Conclusion]While AIGC technology improves the efficiency of Think Tank research,it also introduces risks including compromised data authenticity,biases in AI-generated content,and over-reliance on technology by researchers.New Think Tanks should establish robust data governance mecha-nisms,enhance researchers’AI literacy,and develop adaptive technological systems to achieve a balance between cognitive leadership and technological empowerment,thereby ensuring scientific rigor,originality,and social re-sponsibility in Think Tank outputs.
