摘要
党的十八大以来,我国从加强国家软实力与推进国家治理体系和治理能力现代化角度出发,对智库建设给予高度重视。经过10年的发展,我国高校智库逐渐由“数量暴增”向“质量提升”转变,进入内涵式发展阶段。推动中国特色新型高校智库建设经历了以简单模仿向结合国情转变、以局部优化向全面创新转变、以外延扩张向质量提升转变的演进逻辑,体现了改革开放前以服务国家建设需要为建设主线、改革开放和现代化建设新时期以战略转型与制度创新为发展脉络、新时代以功能导向和使命引领为建设路径的历史逻辑,彰显了以问题导向为发展定位、以深厚基础研究与理论研究为力量根基、以构建自主知识体系为叙事框架的理论逻辑,反映了强化基础理论研究、支撑国家战略决策,聚焦重大现实问题、提供精准政策方案,落实高校育人使命、搭建学生实践平台,研判国情民意、开拓公共外交与舆论引导途径的实践逻辑,解答了内涵式发展所面临的本质、动因、路径及策略等核心议题。这一系列提升研究质量与创新能力的有效举措,将助力中国特色新型高校智库建设内涵式发展目标的实现。
Since the 18th National Congress of the Communist Party of China,China has attached great importance to the construction of think tanks from the perspective of strengthening national soft power and promoting the modernization of national governance system and governance capacity.After 10 years of development,China's university think tanks have gradually changed from"quantity explosion"to"quality improvement"and entered the stage of connotative development.The construction of new university think tanks with Chinese characteristics has experienced the evolution logic from simple imitation to combination with national conditions,from local optimization to comprehensive innovation,and from extension expansion to quality improvement.It reflects the historical logic of serving the needs of national construction before the reform and opening up,taking strategic transformation and institutional innovation as the development context in the new era of reform and opening up and modernization,and taking function orientation and mission guidance as the construction path in the new era.It highlights the theoretical logic of taking problem orientation as the development orientation,taking profound basic research and theoretical research as the strength foundation,and taking the construction of independent knowledge system as the narrative framework.It reflects the practical logic of strengthening basic theoretical research,supporting national strategic decision-making,focusing on major practical problems,providing accurate policy plans,implementing the mission of educating people in colleges and universities,building a platform for students'practice,studying national conditions and public opinion,and exploring ways of public diplomacy and public opinion guidance.It answers the core issues such as the essence,motivation,path and strategy of connotative development.This series of effective measures to improve research quality and innovation ability will help realize the connotative development goal of the construction of new university think tanks with Chinese characteristics.
