摘要
目的:探讨公立中医医院新质生产力内涵,构建其评价指标体系。方法:搜集整理相关文献、理论、政策与实践,初步形成评价指标池;利用德尔菲法开展两轮专家咨询对指标体系进行优化,并采用优序图法和乘积法计算各指标权重。结果:构建了包括5项一级指标、13项二级指标和49项三级指标的评价指标体系。一级指标包括创新驱动力、协调发展力、绿色生态力、开放合作力、共享共赢力5个方面。其中,创新驱动力权重最高,为36%。结论:该评价指标体系符合新质生产力的发展要求,兼顾了中医医院综合服务能力和中医药服务能力,凸显了公立中医医院的特殊性,有助于加快新质生产力的形成与发展,推动中医药高质量发展。
Objective:To explore the connotation of new quality productive forces in public traditional Chinese medicine(TCM)hospitals and construct a corresponding evaluation index system.Methods:Relevant literature,theories,policies,and practices were collected and sorted to preliminarily form an index pool.The Delphi method was employed for two rounds of expert consultation to optimize the index system.The order relation graph method and product method were used to calculate index weights.Results:An evaluation index system comprising 5 first-level indicators,13 second-level indicators,and 49 third-level indicators was constructed.The five first-level indicators include innovation driving force,coordinated development capacity,green ecological capacity,open cooperation capacity,and shared winwin capacity.Among them,innovation driving force had the highest weight at 36%.Conclusion:The constructed evaluation index system aligns with the developmental requirements of new quality productive forces,reflects both comprehensive service capacity and TCM service capacity,highlights the uniqueness of public TCM hospitals,and supports the acceleration of new quality productive forces and the highquality development of traditional Chinese medicine.
