摘要
建立完善的国土空间规划体系是新时期国家治理能力现代化的重要抓手。乡镇级国土空间规划是整个国土空间规划体系中的重要组成部分,关乎城乡空间的可持续发展。本研究以镇域国土空间为对象,以陕西省潼关县太要镇为典型案例,运用综合发展水平评价、耦合协调度评价、功能适宜性评价等方法,构建镇域“三生空间”综合效能评价体系,探讨镇域“三生空间”的格局特征,进行镇域“三生空间”的冲突测度及影响机制分析,提出面向新时期城乡高质量发展需求的镇域国土空间格局优化策略,为新时代国土空间规划的科学编制提供经验支撑。
At present,China’s national land spatial planning system is in the development stage,and the development research of township level is still to be perfected,this paper,on the basis of analyzing and researching the new requirements put forward by the new era of national land spatial planning to the township level,explores the current situation characteristics of the production-living-ecological space at the township level,constructs the evaluation system of the effectiveness of the production-living-ecological space and adopts the evaluation methods of the comprehensive level of development evaluation,the evaluation of the degree of coordination of the coupling,the evaluation of the suitability of the function,and so on.Based on the evaluation results,the conflict measurement analysis of the production-living-ecological space at the township level is carried out,and on the basis of analyzing and deriving the problems of the development of the current production-living-ecological space,the optimization strategy of the national land space pattern at the township level is proposed.In this paper,Taiyao Township of Tongguan County,Shaanxi Province is used as a case study for empirical research,and the research results provide guidelines and references for the orderly development of the township space.
