摘要
数据要素是推动数字经济发展的关键资源,其可信流通对促进数据共享、提升数据价值及推动数字经济发展至关重要。文章从数字信任的视角出发分析数据要素可信流通的信任基础和内在逻辑,构建基于数字信任的数据要素可信流通框架。研究表明,数字信任贯穿数据主体、数据资源和数据流通过程,实现数据要素可信流通的核心是围绕数字信任的建立、验证和维护过程,以去中心化的数字身份系统、开放的数据要素市场和完善的数据监督体系为运行基础,通过区块链技术、可信数据空间、数据信托等技术建立起数字信任的身份基石、资源体系和环境保障,解决数据要素流通中的身份验证、资源质量、环境保障等关键问题,能破解数据要素市场信任壁垒,加快数据要素价值释放。
Data elements are crucial resources that drive the growth of the digital economy.The credibility and circulation of data are essential for promoting data sharing,enhancing data value,and advancing the development of digital economy.This paper,from the perspective of digital trust,systematically analyzes the trust foundation and intrinsic logic of trusted data element flow,and proposes a relevant digital trust-based framework.The study shows that digital trust is a key feature of data entities,data resources,and the process of data circulation;therefore,the circulation of trusted data elements should focus on establishing,verifying,and maintaining digital trust.Based on a decentralized digital identity system,an open data element market,and a robust data supervision system,the framework establishes the identity foundation,resource system,and environmental safeguards for digital trust through blockchain,trusted data space,data trust and other technologies,and addresses the critical issues in the circulation of data elements,including identity verification,resource quality,and environmental protection.The findings provide valuable insights for breaking down trust barriers in the data element market and accelerating the release of data element value.
