基于BWM和灰色关联分析的PPP项目政企公平匹配研究

摘要 PPP项目模式已广泛应用于交通、住建、能源、教育等多个领域。为了更好地实现政府与社会企业在PPP项目中的良好合作,基于双边匹配理论对政府与社会企业的双向选择问题开展研究。通过实地调研和文献分析,分别建立PPP项目中社会企业对政府和政府对社会企业的评价指标体系;采用BWM方法得到各个评价指标的权重,并采用灰色关联分析法计算政企双方的满意度,进而构建使政企双方满意度最大的双边公平匹配模型;通过算例分析,将该模型在PPP项目政企匹配中进行应用,验证了所提方法的可行性和有效性。 PPP project mode has been widely-used in many fields,such as transportation,housing construction,energy,education,etc.In order to better realize the friendly cooperation between the government and social enterprises,this paper studies the matching selection between the government and social enterprises based on two-sided matching theory.According to the on-site inspection and literature analysis,the evaluation index system of social enterprise to government and government to social enterprise in PPP project was established respectively.The grey relational analysis method was introduced to deal with the evaluation information of evaluation indexes between government and enterprises,and the weight of each evaluation index was obtained by using BWM,so as to build a two-sided fair matching model with the greatest satisfaction between government and enterprises.Through the example analysis,the model was applied to the government enterprise matching of PPP project,and the feasibility and effectiveness of the proposed method were verified.
