摘要
数字贸易规则快速发展,向内容更广、标准更高、可执行力更强的方向演进,对服务贸易产生重要影响。本文构建了区域贸易协定(RTA)数字贸易规则影响信息与通信技术(ICT)服务贸易出口流量的理论模型,并通过2008—2020年主要经济体的相关数据进行了检验。研究发现:数字贸易规则确实对ICT服务出口存在显著的促进作用,并且随着条款深度的加深,其促进作用随之加强;区分条款类型后,电子商务类条款的促进作用最强;区分RTA类型后,数字贸易规则“欧式模板”发挥更积极的正向作用;区分缔约伙伴后,数字贸易规则对“北—北”和“北—南”型国家的促进作用更为明显。研究结论为我国参与国际数字贸易规则制定,加快构建“中式模板”提供了经验借鉴及参考。
The rapid development of digital trade rules has evolved in the direction of wider content,higher standards and stronger enforcement,which has an important effect on service trade.This paper constructs a theoretical model of the effect of digital trade rules in Regional Trade Agreements(RTA)on Information and Communication Technology(ICT)services exports,and tests it with the relevant data of major economies from 2008 to 2020.The results show that digital trade rules can significantly improve the ICT services trade flow,and its promotion effect will be strengthened with the deepening of the terms;Based on the heterogeneity of terms,e-commerce rules have the strongest promotion effect;Based on the heterogeneity of RTA types,the"European template"has played a more positive role;Based on the heterogeneity of partners,the promotion of digital trade rules to"North-North"and"North-South"countries is more significant.The above conclusions provide reference for China to participate in the formulation of international digital trade rules and accelerate the construction of"Chinese template".
