摘要
化工(危化品)企业属于高危行业,其主要负责人作为安全生产第一责任人,属于安全生产关键人员。因此,构建化工(危化品)企业主要负责人安全生产胜任力模型对于规范其工作要求,提高履职能力,更好统筹发展和安全,领导企业高质量发展,营造安全稳定的社会发展环境具有重要的战略意义。首先运用胜任力理论,对安全生产胜任力进行界定;其次采用文献分析法、职责分析法、行为事件访谈法对21个省域的108名化工(危化品)企业主要负责人进行深入访谈;最后运用扎根理论方法对访谈资料进行编码分析,提取出化工(危化品)企业主要负责人安全生产胜任力的57项关键行为、25个构成要素,构建了由知识、能力和素养3大维度构成的化工(危化品)企业主要负责人安全生产胜任力模型。模型的构建一方面可为化工(危化品)企业主要负责人安全生产培训、能力提升、履职尽责、任用考核等提供指导,另一方面也可为其他行业企业主要负责人安全生产胜任力研究提供借鉴。
Chemical(hazardous chemicals)enterprises belong to high-risk industries and their main responsible persons are a key group for safety production.Therefore,constructing the Safety Production Competence Model of the Main Person in Charge of Chemical(Hazardous Chemicals)Enterprises holds significant strategic importance for standardizing their job requirements,enhancing their performance capabilities,better coordinating development and safety,guiding high-quality enterprise development,and fostering a safe and stable social development environment.Firstly,define safety production competence.Secondly,literature analysis,duty analysis,and behavioral event interviews are used to conduct in-depth interviews with 108 main responsible persons of chemical(hazardous chemicals)enterprises in 21 provinces.Finally,the grounded theory is used to conduct coding analysis of the interview data,extracting 57 key behaviors and 25 constituent elements of safety production competence for main responsible persons of chemical(hazardous chemicals)enterprises.This led to the construction of the Safety Production Competence Model of the Main Person in Charge of Chemical(Hazardous Chemicals)Enterprises,comprising three major dimensions:knowledge,ability,and qualities.The model can,on the one hand,provide guidance for the safety production training,capability enhancement,duty fulfillment,and assessment of the main responsible persons of chemical(hazardous chemicals)enterprises.On the other hand,it can also provide reference for the similar research in other industries.
