摘要
数智时代,加强数据治理成为公共图书馆事业发展的重要任务。基于对“十四五”时期省级公共图书馆发布文件的文本分析,构建数智时代公共图书馆数据治理模式的理论框架,并结合上海图书馆“十四五”期间数据治理实践进行案例分析。在此基础上,给出数智时代省级公共图书馆数据治理策略:加强顶层设计,全局关注图书馆数据治理发展;集结多方力量,强化数据管理与数据价值应用;洞悉内外环境,因势利导优化数据治理方案;强化过程管理,保障治理工作规范有序开展。
In the era of data intelligence,strengthening data governance has become an important task for developing public libraries.By conducting content analysis of the documents released by provincial public libraries during the period covered by the 14th Five-Year Plan(2021-2025)and using grounded theory,this study constructs a theoretical framework for the data governance model of public libraries in the era of data intelligence.Then,a case study is conducted in conjunction with the data governance practices of Shanghai Library during the period covered by the 14th Five-Year Plan to verify this framework.Finally,this study proposes data governance strategies for public libraries in the era of data inteligence from four aspects:strengthening top-level design while taking the overall development of library data governance into account;gathering multiple forces to enhance data management and the application of data value;gaining insight into the internal and external environment to optimize data governance solutions accordingly;and attaching importance to process management to ensure that governance work is carried out in a standardized and orderly manner.
