基于博弈论的农村污水治理项目运维评价指标设计

摘要 当前我国许多农村的污水治理存在重建设、轻管理的情况,缺少长效化的运维管理机制。为提高农村污水的治理效果,本研究运用博弈论分析了农村污水治理项目运维利益博弈三方关系及博弈演化,根据博弈结果和现实情况,从运维的成效、成本、管理3个方面,设计农村污水治理项目运维评价指标体系,同时运用层次分析法确定各指标权重,提出了一套科学全面且符合实际的农村污水治理项目运维情况评价方法,对海南省儋州市农村污水治理项目的实测数据进行了实证评价分析,证明了该评价指标体系符合农村污水治理评估的实际状况,并根据评价结果提出了管理对策和建议,可以作为政府相关部门考核和评价农村污水运维公司运维情况的绩效评价依据。 In many rural areas across China,sewage treatment efforts often exhibit a pattern of“emphasizing construction but neglecting management”with notable lack of long-term operation and maintenance mechanisms.To enhance the effectiveness of rural sewage treatment,this study applies game theory to analyze the relationships and evolutionary dynamics among the three primary stakeholders involved in the operation and maintenance process.Based on the game analysis and real-world conditions,an evaluation index system was developed,focusing on three dimensions:effectiveness,cost,and management.To determine the relative importance of each indicator,the Analytic Hierarchy Process(AHP)was employed,resulting in a scientific,comprehensive and practical evaluation method for rural sewage treatment operation and maintenance.An empirical analysis was conducted using real-world data from a rural sewage treatment project in Danzhou City,Hainan Province.The results validate that the evaluation index system aligns well with the actual conditions of rural sewage treatment practices.Based on the evaluation findings,targeted management strategies and policy recommendations are proposed.These can serve as a reference for government authorities in assessing and overseeing the performance of rural sewage treatment service providers.
