摘要
区域经济高质量协调发展是实现中国式现代化的必然要求。步入新时代以来,四大板块战略助推国民经济均衡式发展,区域重大战略融合互动、融通补充,“两横三纵”的城市群战略格局基本形成。为构建更高质量、更有效率、更加公平、更可持续的区域经济高质量协调发展新格局,“十五五”时期应着力打造“三大体系”:一是以四大板块战略为基础,以五项区域重大战略为突破口,以特殊类型地区、关键功能性平台战略为骨架,完善“4+5+N”区域协调发展战略体系;二是明确城市化地区、农产品主产区、生态功能区的发展定位,塑造以中心城市、城市群、都市圈、县城为载体的全域城镇化网络,提升农产品供给能力,优化生态安全屏障功能,构建优势互补的国土空间体系;三是全力培育七大蓝色经济区,增强海洋产业核心竞争力,深化海洋生态文明建设,健全海洋经济体系。在此基础上,以区域战略叠加机制和区域高水平一体化机制为抓手,全面增强区域经济高质量发展的协调性。遵循打好政策“组合拳”的基调,“十五五”时期要充分引导区域政策与财政、货币、产业、内需、城乡、科技创新、人口、环保、公共服务政策同向发力,发挥以稳定政策、结构政策、增长政策为核心的经济性政策的耦合效应,确保与非经济性政策取向的一致性,赋能区域经济高质量协调发展行稳致远。
Regional high-quality coordinated development is an inevitable requirement for achieving Chinese modernization.Since the new era,four major regional strategies have promoted balanced development of national economy,regional major strategies have been integrated and complemented,and the strategic pattern of"two horizontal-three vertical"urban agglomerations has basically taken shape.To build a new pattern of high-quality,efficient,fair and sustainable regional coordinated development,during the"15th Five-year Plan"period,efforts should be made to create"three major systems":(1)In order to improve"4+5+N"regional coordinated development strategy system,take four major regional strategies,five major regional strategies strategies,special type regions strategies and key functional platforms strategies as breakthroughs;(2)In order to build complementary territorial space system,clarify the development positioning of urbanized areas,major agricultural product production areas and ecological function areas,shape a comprehensive urbanization network with central cities,urban agglomerations,metropolitan areas and counties,enhance the supply capacity of agricultural products,optimize the ecological security barrier function;(3)In order to construct marine economic system,fully cultivate seven blue economic zones,enhance the core competitiveness of marine industries,deepen the construction of marine ecological civilization.On this basis,take the regional strategic superposition mechanism and the high-level regional integration mechanism as the handle to comprehensively enhance regional high-quality coordinated development.Following the principle of playing a"combination of policies",during the"15th Five-year Plan"period,fully guide regional policies to work in the same direction with fiscal,monetary,industrial,domestic demand,urban-rural,scientific innovation,population,environmental protection and public service policies,give full play to the coupling effect of economic policies centered on stability policies,structural policies and growth policies,ensure consistency with the orientation of non-economic policies.In this way,regional high-quality coordinated development will be steady and far-reaching.
