摘要
社区老年食堂是发展老年助餐服务的重要载体,发挥着打通社区居家养老服务“最后一公里”的关键作用。以天津市为例,基于“为谁建、谁来建、怎么建”的思路,探析社区老年食堂建设的问题及对策。调查发现,社区老年食堂建设目前仍存在保障型功能和福利型功能定位不明确、长效运营机制尚不健全且服务质量欠佳、要素保障和环境优化的政策联动性不足、智能化发展不平衡不充分等问题。未来需要聚焦刚需老年群体的保障型功能定位,建立健全多元化筹资机制和基础性服务标准,提升多部门要素保障和环境支持的联动能力,借助智慧养老赋能,推动老年助餐服务方便可及、经济实惠、安全可靠、持续发展。
Community elderly canteens are important carriers for developing elderly meal assistance services,and play a key role in bridging the"last mile"of community-home-based elderly care.Taking Tianjin as an example,based on the idea of"for whom to build,who to build,and how to build",exploring issues and solutions in building community canteens for seniors.Investigations have found that there are still problems such as unclear positioning of guarantee and welfare functions,incomplete long-term operation mechanisms and poor service quality,insufficient policy linkage between element guarantee and environmental optimization,and unbalanced and insufficient intelligent development.In the future,it is necessary to focus on the guarantee function positioning of the elderly in need,establish and improve diversified financing mechanisms and basic service standards,enhance the linkage ability of multi-departmental element guarantee and environmental support,and use smart elderly care empowerment to promote convenient,affordable,safe,reliable,and sustainable development of elderly meal assistance services.
