摘要
发挥区域战略叠加效应要求更加重视区内开放、区际开放和国际开放“三重开放”的协同推进,推进兰西城市群的高水平开放,是打造西北地区增长极、发挥区域战略叠加效应的主要途径,而开放水平的测度是其关键的理论问题。基于此,综合运用熵值法、泰尔指数、核密度估计法及自然间断点法等方法对2010—2022年兰西城市群开放水平进行测度,并剖析其时空分异特征。研究发现:兰西城市群整体开放水平显著提升,开放结构以区内开放为主;各市(州)开放不断深化,但不同维度的开放水平存在显著区域差异,形成了明显的核心极化、由南至北递减的开放格局,这主要缘于甘青两省内部各市(州)间的区域开放不均衡;外资依存度、区际一体化进程、区域分工程度、商品市场活跃程度、互联网普及率、城市间贸易潜力、金融发展水平及政府规模等因素共同影响了“三重开放”水平的空间格局分异。因此,需要从扩大对外开放、深化区际开放、强化区内开放比较优势、创建毗邻合作示范区,以及构建区域一体化发展机制等方面着力,推动兰西城市群高水平开放,进而引领西北地区的高质量发展,充分发挥多重区域战略的叠加效应,为构建区域经济新格局奠定坚实基础。
The overlapping of multiple strategies requires greater consideration of innovation in the mode of threefold openness,which involves simultaneous opening-up to the regional interior,domestic market regions,and international countries and regions.To fully leverage the regional strategic superposition effect and build a growth pole in northwest China,the Lanzhou-Xining urban agglomeration must pursue high-level openingup.Measuring the level of openness is a key theoretical issue.Based on the theoretical framework of threefold openness,this study measures the openness level of the Lanzhou-Xining urban agglomeration and analyzes its spatial-temporal characteristics using the entropy method,Theil index,kernel density estimation,and natural breaks(Jenks method)for the period 2010-2022.The results show the following:Firstly,the threefold openness level of the Lanzhou-Xining urban agglomeration has improved significantly,with its openness structure dominated by opening-up to the regional interior.Secondly,although the threefold openness of each city has shown an overall improvement,there are significant disparities.Thirdly,the threefold openness of the Lanzhou-Xining urban agglomeration presents an obvious trend of multi-core polarization,with its spatial distribution characterized by a south-to-north decreasing pattern,which mainly results from uneven regional development within Gansu and Qinghai Provinces.The spatial pattern differentiation of the threefold openness level in the Lanzhou-Xining urban agglomeration is influenced by several factors,including government scale,the degree of interregional division of labor,the progress of interregional integration,inter-city trade potential,commodity market vitality,Internet penetration rate,financial development level,and foreign capital absorption capacity.Therefore,we should further open up to international and domestic market regions,fully leverage the comparative advantages of opening-up to the regional interior,establish neighboring cooperative demonstration zones,and improve the mechanism for regional integration development.This will support the high-level opening-up of the Lanzhou-Xining urban agglomeration,capitalize on multiple strategic overlaps,and lay a solid foundation for fostering a new pattern of regional economy.
