摘要
协商民主是乡村治理体系中的重要环节。数字乡村建设背景下,数字技术以其独特优势,通过优化协商流程、促进多元主体协同参与、驱动乡村公共价值重塑为乡村治理注入新动能,实现乡村善治。但乡村数字协商民主实践过程中也因存在数字鸿沟、协商主体能力不足与制度不健全等方面的困境而影响其效用发挥。鉴于此,需加强乡村地区数字基础设施建设,提高各主体协商能力,推进协商民主制度建设,助力乡村现代化转型。
Consultative democracy is an important component of the rural governance system.Against the backdrop of digital village construction,digital technology,with its unique advantages,injects new impetus into rural governance by optimizing the consultation process,fostering multi-stakeholder collaboration,and reshaping rural public values,thereby achieving good governance in rural areas.However,in the practice of digital consultation in rural areas,its effectiveness is hindered by three major challenges:the digital divide,insufficient subject capabilities,and institutional deficiencies.Accordingly,to further promote the development of digital consultation in rural areas,efforts should be made to optimize digital infrastructure,enhance the participation ability of subjects,and improve the consultation mechanism,so as to facilitate the modernization transformation of rural areas.
