“宽带中国”战略视角下数字基础设施对农村消费的影响

摘要 基于“宽带中国”试点政策构建多时点双重差分模型,选用2010—2021年城市面板数据,考察数字基础设施能否提高以及如何提高农村消费水平。结果表明:数字基础设施能够显著提升农村消费水平,该效应立竿见影且随时间推移逐渐加强;数字基础设施通过发挥收入效应和资源配置效应作用于农村消费水平。为充分发挥数字基础设施对农村消费的促进作用,应加强数字基础设施在农村地区的应用深度和广度。 This paper employs a multi-period difference-in-differences model constructed based on the“broadband China”pilot policy,utilizing city-level panel data from 2010 to 2021 to investigate whether and how digital infrastructure enhances rural consumption.The results indicate that:digital infrastructure significantly boosts rural consumption levels,with this effect being immediate and strengthening over time;digital infrastructure influences rural consumption by generating income effects and resource allocation effects.To fully leverage digital infrastructure in stimulating rural consumption,efforts should be intensified to deepen and broaden its application in rural areas.
