摘要
深入探究图书馆政策的扩散机制,明晰其特征及其影响力并提出优化路径,对于提升我国图书馆政策制定与发布的科学性、增强政策实施成效具有重大意义。文章选取北大法宝数据库中图书馆政策文本作为分析样本,借助时序分析法与社会网络分析法,细致梳理政策基本情况以及政策间的参照关系,并从扩散强度、广度、速度及方向四大维度,全面衡量政策扩散的特性,旨在对图书馆政策理论与实践提供参考。
It is of great significance to deeply explore the diffusion mechanism of library policies,clarify their characteristics and influence,and propose optimization paths for enhancing the scientificity of library policy formulation and release in China,as well as strengthening the effectiveness of policy implementation.In this study,library policy texts from the Laws&Regulations Database-Chinalawinfo were selected as the analysis sample.By using time series analysis and social network analysis methods,the basic situation of policies and the reference relationships between policies were carefully sorted out.The characteristics of policy diffusion were comprehensively measured from four dimensions:diffusion intensity,breadth,speed,and direction,aiming to provide reference for library policy theory and practice.
